What I changed: README.md — added the line Delegation check 2026-10-18.

Note: The repository did not actually contain a README.md (it only had a test file), so I created the file with that single line. If the intent was to append to an existing README elsewhere, let me know.

How I checked: No build/test tooling exists in this repo (only a test placeholder file), so nothing to run; the change is a one-line text file.
